The RRDs run fine when executed manually. The scheduled tasks look like this:

Action: Start a program
Program/script: "C:\Program Files (x86)\SaberLogic\Logicity\Logicity Desktop.exe"
Arguments: --quiet "C:\Reporting\RRD\Email M 0445.rrd"
Start in: C:\Reporting\RRD

Creating a new RRD, I ended up with the same error.

When we upgraded from version 1.6 to the latest 1.8 earlier this week (2/16/2015) all the scheduled tasks did not run. The status in the windows task scheduler says completed successful. We open each task in the solution builder and rescheduled and they are all running fine. I deleted some first, but that didn't seem to make any difference, as long as they are scheduled again in the new version.

We upgraded to 1.8.8 this morning and everything appears to be working.

Does this mean when you installed 1.8 that no additional activity was needed for the windows scheduler to run the RRD's ? I have installed 1.8.0008 and the windows scheduler does not throw any errors but the RRD is not executed. Tried deleting the schedule and adding a new one but got the same results.

I apologize, I don't remember at this point whether we took any additional actions. Typically I would have spelled out any other steps we took, so I have to assume not. But I can't say for sure.
