Connection Failure on new installs

I am getting a "Failed to open the connection" error when trying to run an RRD file after inputting the report parameters. I am able to run the file successfully on another computer using Logicity Desktop 1.8. The connection is to a csv file that the user is able to navigate to and open on the server. I have attached the error window to the post. This is happening on new installs on three different machines.
