Unable to Edit Solution Builder Files

I am running Logicity 1.9.0003 Lite. I can create solution files, run Crystal Reports, etc., but once I save and schedule an .rrt file, I can no longer edit the Actions. The attached screenshot shows an .rrt file is open, but the Actions are not available for editing. The file is on a mapped network drive but I get the same result with a local drive. The application was installed "as administrator". The .rrt executes normally from the Solution Builder to produce a report. If I try to open an .rrt file manually it gets an Unhandled Exception and then does not open if I Continue. I'm running out of ideas.

Make sure that you save the .rrd file prior to scheduling. I'm not sure if its still an issue, but that should help.
The administrator has disabled public write access.
